PROCEDURE OF ISSUANCE OF CERTIFICATE OF ORIGIN (SKA)
To:
- 1. Heads of Provincial/Regental/Municipal Industry and Trade Agencies across Indonesia;
- 2. President Director of PT (Persero) Kawasan Berikat Nusantara;
- 3. Head of Batam Industrial Area Development Authorャity;
- 4. Head of Tobacco Agency of Surakarta and Medan branches;
- 5. Heads of Quality Inspection and Certification Agency (BPSMB) and Tobacco Agencies of Surabaya and Jember.
In a bid to prevent misuse of Certificate of Origin (SKA) and to increase trust of Indonesia's export destination countries, issuance of Certificate of Origin must be in accordance with the following procedure:
- 1. Issuance of Certificate of Origin refers to Regulation of the Minister of Trade No. 17/M-DAG/PER/2005 on Issuance of Certificate of Origin for Indonesia's Exャport Commodities; Circular of the Minister of Trade No. 315/M-DAG/4/dated April 18, 2006 on Issuance of Certificate of Origin; and Regulation of the Direcャtor General of Foreign Trade No. 03/DAGLU/PER/10/ 2005 dated October 7, 2005 on Rules on Issuance of Certificate of Origin for Indonesia's Export Commodiャties;
- 2. Issuance of Certificate of Origin manually shall obャserve the following procedure:
- a. A company that arranges Certificate of Origin must deliver list of names of persons authorized to arrange Certificate of Origin (a duly-stamped statement);
- b. The person authorized, as mentioned above, shall bear an identity made by issuer of Certificate of Origin;
- c. Every purchase of Certificate of Origin form must be completed with photocopy of Export Manifest (PEB/PE) and Letter of Application;
- d. An applicant who is non producer exporter must be able to prove that the commodities to be exported are manufactured in Indonesia by conveyャing a statement from the producer stating that the commodities are manufactured by the proャducer;
- e. For export commodities from bonded zone and other customs areas, exporter must be able to prove sufficient processes or works performed in Indonesia;
- f. Each company must report the number of Certifiャcate of Origin forms used every month to issuer of Certificate of Origin;
- g. If there are doubts about application of Certifiャcate of Origin, the issuer of Certificate of Origin may perform verification;
- h. Each company is obliged to deliver specimen of signature of the person authorized to sign Certifiャcate of Origin and a power of attorney from the board of directors, to the issuer of Certificate of Origin;
- i. The issuer of Certificate of Origin must report the use of Certificate of Origin and export realization every month to the Directorate for Export and Import Facilities (form attached) in form of soft copy;
- j. In selling Certificate of Origin form, the technical protection should be delegated to the respective issuer of Certificate of Origin.
